  • the annual hourly workload of the student’s work required to achieve the expected learning outcomes for a given stage is 1500-1800h, corresponding to 60 ECTS;
  • the student’s weekly hourly workload is 45 h;
  • 1 ECTS point corresponds to 25-30 hours of student work needed to achieve the assumed learning outcomes;
  • weekly student workload necessary to achieve the assumed learning outcomes allows to obtain 1.5 ECTS;

Preliminary Requirements:

Knowledge of the basics of administrative procedure.

Short description:

As part of the course, students will prepare selected letters that occur in administrative proceedings involving environmental issues.

Full description:

The preparation of letters is intended to expand knowledge and skills relating to the handling of cases settled by administrative proceedings leading to an administrative decision.

Drafting a letter will be a form of consolidation of knowledge about specific issues (e.g. the structure of a power of attorney), learning the legal consequences of submitting a letter and learning the legal consequences of errors contained therein.

The course also includes the analysis of letters from a party from the perspective of a public administration body. Then, it will be connected with preparation by the student of a project of settling a case, both in the case of letters fulfilling legal requirements and those containing defects.

A. Knowledge

1) uses terminology which makes it possible to prepare letters in administrative proceedings in the field of environmental protection, knows the scope of the Code of Administrative Procedure

2. has the knowledge to prepare a letter which meets the legal requirements in administrative proceedings

3. has knowledge about the individual stages of administrative procedure, which makes it possible to file certain letters at the appropriate stage of the procedure.

B. Skills

4. interpret legal acts and on their basis draw correct conclusions concerning legal consequences of letters filed in administrative proceedings

5. is able to indicate the necessary elements which should be included in an administrative letter

C. Competences

6. is aware of the legal consequences of letters lodged in the administrative procedure conducted in cases concerning environmental protection

7. is able to work individually, showing initiative and independence in action, and effectively cooperate in teamwork, playing various roles

A. Knowledge

1) he/she does not know the scope of validity of the Code of Administrative Proceedings in the scope of administrative jurisdictional proceedings, he/she cannot indicate relations between the Code of Administrative Proceedings and environmental protection

He does not know the basic knowledge about the individual stages of administrative proceedings, their significance for the realisation of the principles of the Code of Administrative Procedure and the protection of party's rights.

B. Skills

3. he/she is not able to identify the events which justify the preparation of a letter or to prepare draft letters in administrative proceedings, he/she is not able to justify the content of a letter.

4. is not able to interpret legal norms in order to correctly read the requirements concerning proper preparation of letters in administrative proceedings.

5. is not able to indicate mistakes made in letters prepared in connection with administrative proceedings, is not able to indicate legal consequences of mistakes made.

1 He knows selectively the Code of Administrative Proceedings in the scope of administrative jurisdictional proceedings and in a basic scope he knows the relationships between the Code of Administrative Proceedings and environmental protection. 2.

B. Skills

3) can identify basic events which justify the preparation of a letter, as well as to a basic extent can prepare selected draft letters in administrative proceedings, indicating selected arguments justifying the content of a letter

4. is able to interpret legal norms to a basic extent, so as to be able to decipher correctly the requirements for proper preparation of letters in administrative proceedings.

5. is able to identify basic errors in letters prepared in connection with administrative proceedings, is able to indicate selected legal consequences of errors made.

3) he/she identifies well the basic events which justify the preparation of letters, as well as he/she can prepare selected drafts of letters in administrative proceedings, indicating arguments justifying the content of the letter.
