Short description:	Level of course: basic Objective of the course: The purpose of the course is to teach students to analyze basic institutions of the system of government. Students are supposed to become acquainted with methods of creation, composition and principles of functioning of public authorities. In particular they should possess a skill of analyzing legal rules, so that they would be able to solve simple problems of constitutional law. Students should become acquainted with rules on legislative procedure. They have to be able to prepare a simple constitutional complaint and an application addressed to the Commissioner for Citizens’ Rights. During classes students should be taught to analyze jurisprudence of the Constitutional Tribunal, so that they would be able to assess decisions of the Tribunal by themselves. Efekty kształcenia i opis ECTS:	After completion of the course and confirmed achievement of learning outcomes student: - is able to create definitions of concepts and institutions of constitutional law - is able to explain origins and the character of the sources of law, both generally and internally binding - determines relationship between constitutional law, European Union law and international law - is able to explain methods and tools of forming acts of law, both generally and internally binding - is able to discuss the way of forming, a structure and functioning of public authority bodies and mutual relations between them - is able to use theoretical knowledge in regards to constitutional law in describing and analysis of its current status in regards to a certain matter and to solve basic constitutional issues - is able to draw up an example of a constitutional complaint and an example of an application to an ombudsman - independently analyses texts of normative acts in regards to constitutional law and performs an analysis of judicial decisions of the Constitutional Tribunal related to a certain public-legal issue Hours of classes (according to the plan of study) with a teacher 45 30 + 60 = 135 h 75 student's own work TOTAL HOURS 210 The total number of ECTS POINTS FOR ITEM 7

Short description:	(in Polish) Celem zajęć jest nauczenie studenta analizy podstawowych instytucji ustrojowych. Student ma poznać sposób kreacji, skład i zasady funkcjonowania organów władzy publicznej. W szczególności powinien nabyć umiejętność analizy przepisów prawnych, tak, by mógł rozwiązywać proste problemy z dziedziny prawa konstytucyjnego. Student ma poznać reguły dotyczące procesu ustawodawczego. Musi umieć napisać prostą skargę konstytucyjną i wniosek do Rzecznika Praw Obywatelskich. Zajęcia mają nauczyć studenta analizowanie orzecznictwa Trybunału Konstytucyjnego, aby mógł samodzielnie dokonywać oceny rozstrzygnięć tego Trybunału.
