Short description:

The seminar concerns the issue of the impact of privatization of the government functions’ on international relations. It covers general issues like the most important assumptions and definitions of the subject matter; the significance of the phenomenon of globalization for determination of the contemporary level of impact of government functions’ privatisation on international relations. Next, as part of the seminar, the issue of the impact of privatization of public tasks on international relations is discussed in the perspective of particular areas, such as: the armaments and military sectors; new technologies and innovation; health or media.

Full description:

1. Outline of the seminar, introduction to the issues, definitions, objectives.

2. The globalisation as a crucial process in determining the contemporary level of impact of government functions’ privatisation on international relations.

3. Only the privatisation of tasks? Examples of the impact of private sector on the policy making of the states.

4. Privatisation of functions in the arms industry and the army. Privatisation of violence and security.

5. Privatisation of the state-run enterprises and economic relations. Impact of the enterprises on the shape of international trade agreements.

6. The investments and public procurement. Development of the international investment arbitration.

7. Privatisation of the public services. Does the privatisation of enterprises providing the population with electricity, natural gas, water as well as operating sewages and waste, have any impact on the international relations?

8. Privatisation in the sector of new technologies and innovativeness.

9. Privatisation of the functions in telecommunication and information. The enterprises as instruments of gathering information, of invigilation and of espionage.

10. Privatisation of education and the higher education. Impact of the private colleges and non-governmental organisations on the level of education in developing countries.

11. Privatisation of the health services. The role of NGO’s in mitigating the consequences of humanitarian crises.

12. Privatisation of propaganda. The increase of the role of the so-called Fourth Estate – media and the so-called Fifth Estate – free flow of information on the Internet, in shaping the international public opinion.

13. Impact of the government functions’ privatisation on the fulfilment of the state human rights obligations as well as on the general level of respect to the human rights around the world.

14. The increase in dependence of the public authorities on the situation and development of transnational corporations.

15. The future of impact of the government functions’ privatisation on international relations – how the role of the very state in international relations can be changing?

EK3 Student krytycznie analizuje wpływ prywatyzacji zadań publicznych na stosunki międzynarodowe w odniesieniu do poszczególnych obszarów takich jak: wojskowość; media, służba zdrowia, edukacja i szkolnictwo wyższe

EK4 Student weryfikuje znaczenie prywatyzacji zadań publicznych na stosunki międzynarodowe i ocenia, w jaki sposób zmienia się rola państwa w stosunkach międzynarodowych

EK5 Student ma świadomość wpływu prywatyzacji zadań publicznych na stosunki międzynarodowe i potrafi formułować oceny dotyczące skali i znaczenia tego zjawiska
