There is growing concern that citizens, businesses and EU Member States are gradually losing control over their data, their capacity to innovate and their ability to shape and enforce rules in the digital environment. Against this backdrop, there is growing support for a new policy approach to increase Europe's strategic digital autonomy. This would require the Union to update and adapt a number of current legal regulatory and financial instruments, as well as more actively promoting European values and principles in areas such as data protection, cyber security and ethically designed artificial intelligence (AI).

The aim of this course is to explain the context of the emerging push for 'digital sovereignty' and discuss proposed legislative measures to enhance European digital autonomy.
