Object (goal) of the subject:

Identification of public administration models. Understanding of:

- its concept and function;

- its organization system;

- its role and its institution within the state and contemporary society organization;

Use of public administration terminology. Implementation of that terminology into other administrative sciences. Particular perception of the public administration as a fact-based social phenomenon. Knowledge of the organizational and functional regularities relative to the public administration as well as the directives useful in administrative practice.

1. Introduction: the concept of public administration and its functions.

2. The concept of public administration science.

3. Public administration science: its position among social sciences (status), including the classical triad of administrative sciences.

4. Doctrinal foundations of public administration system.

5. General notions: administering entities, administrative system, norm, function and goal.

6. Management, coordination, control.

7. Modeling in public administration. - Phenomenological model (public administration as a phenomenon); Normative model (legal, ethical, other normative systems); Axiological model; Teleological model; Praxeological model; Political model; Ideal model.

8. Theory of changes in public administration.
