Celem przedmiotu jest analiza zasadniczego elementu systemu ustrojowego, jakim jest kontrola egzekutywy przez parlament. Wykład obejmuje przedstawienie genezy kontroli parlamentu wobec organów władzy wykonawczej, analizę istoty oraz zakresu funkcji kontrolnej, a także szczegółowe omówienie poszczególnych mechanizmów kontroli i ich efektywności. Istotnym punktem odniesienia dla prowadzonych rozważań są nie tylko przepisy prawa oraz poglądy przedstawicieli doktryny, ale również praktyka parlamentarna.

Wykład obejmuje następujące zagadnienia:

1. Geneza kontroli parlamentu wobec organów władzy wykonawczej.

2. Istota funkcji kontrolnej i jej ustrojowe znaczenie.

3. Zakres przedmiotowy funkcji kontrolnej.

4. Rola prawnoustrojowa Sejmu w zakresie wykonywania parlamentarnej

kontroli rządu.

5. Podstawy prawne funkcji kontrolnej.

6. Prawne formy wykonywania parlamentarnej kontroli działalności rządu i ich

stosowanie w praktyce.

Wykład obejmuje przedstawienie genezy kontroli parlamentu wobec organów władzy wykonawczej, analizę istoty oraz zakresu funkcji kontrolnej, a także szczegółowe omówienie poszczególnych mechanizmów kontroli i ich efektywności. Istotnym punktem odniesienia dla prowadzonych rozważań są nie tylko przepisy prawa oraz poglądy przedstawicieli doktryny, ale również praktyka parlamentarna.
